A Public Notice is hereby given by the Town of Orange Park regarding the intent to demolish this structure located at:
711 Winfred Drive North
The Town of Orange Park, Clay County, has received from the State of Florida, Department of Economic Opportunity (DEO) the release of CDBG-DR funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake the following project:
Program Title: Community Development Block Grant – Disaster Recovery (CDBG-DR), Rebuild Florida Voluntary Home Buyout Program, for the awarded project Town of Orange Park -Voluntary Home Buyout (TOP-VHB)
Purpose: The town was hit by the Category 4 Hurricane Irma on September 11, 2017, that impacted homes and properties especially those in floodplain areas of the town. The TOP-VHB program includes properties within the town limits, located in floodplain areas that impact many low- to moderate-income areas. The town will acquire these properties from owners who have signed Voluntary Forms. The TOP-VHB plan will include demolition of structures on the acquired properties and ensure that these properties will be held by the town for conservation, recreation, or storm water management purposes in perpetuity.
Project Cost: The Town was awarded a $3,176,309 grant with a project period June 4, 2020, through July 3, 2023
Review: The ERR that documents the environmental determinations for this project is on file at Town Hall and may be examined weekdays 8 A.M to 5 P.M.

Environmental Certification: The Town of Orange Park certifies to the State of Florida that Sarah Campbell, Certifying Officer, in her capacity as Town Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Florida’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Orange Park to use HUD program funds.
