Why isn't road construction done at night?

A resident sent in this question, saying it could take them a half hour to go only two miles while driving on Russell Road. They wondered why they have single-lane closures and a flagman specifically during rush hour/high peaks of traffic. 

Why not at night, when there’s less hassle and people on the road?

After posing that question to the county, they responded they are doing some work on that particular road at night and that crews have been working at all times during the day to get work done quickly.
