FLEMING ISLAND — According to owner Del Hoard Sr., the building located at the old Dicks Wings and Grill at 1803 East-West Parkway is currently waiting to be permitted for the new Grumpy's.
 
Still, the target opening date for the 5,000-square-foot restaurant, which will include a full bar and free arcade, is early July.
 
It will be the third location in Clay, with franchises already in Orange Park and Middleburg. The location will be operated by the Hoard Family, who are also the owners of the one in Middleburg. It will be their second restaurant.
 
Grumpy's is a full-service American diner, known for its quality interpretations of American and Southern comfort dishes. Breakfast, brunch and lunch are served daily. It's been voted Jacksonville's No. 1 restaurant for eight years in a row.
