CLAY COUNTY — The diverging diamond interchanges you see were not designed and approved by the county, but rather the Florida Department of Transportation. 

Each of those roads are a part of the First Coast Expressway project, a partnership between the Florida Department of Transportation, District 2 and Florida's Turnpike Enterprise.

According to Florida Statute, the design criteria for state roadways is developed and enforced by the FDOT's Roadway Design Office.

Traditionally, a diverging diamond interchange is when two directions of traffic briefly drive on the opposite side of the road. According to FDOT, this design creates significant improvements in safety and efficiency, since long left turns are eliminated when crossing traffic lanes. There are also only two clearance levels —the time it takes for traffic signals to change from green to yellow to red.

FDOT said potential conflict points are reduced to 14 from the 26 found in traditional interchange designs.
