REQUEST FOR QUALIFICATIONS

NOTICE IS HEREBY GIVEN that the Lake Asbury Municipal Service Benefit District (LAMSBD) will be seeking proposals for qualifications for professional engineering services for the rehabilitation of the Lake Asbury Dam Complex. The project is more particularly described as follows:

LAMSBD intends to select one or more professional engineering design firm(s) to provide field investigations, surveying, inspection, geotechnical exploration & testing, design, permitting, bidding, construction services, and project administration and management for the Lake Asbury Dam and Spillway Rehabilitation Project (Project) and for any sub-project related to and/or associated with the maintenance and repair of the dams of Lake Asbury, South Lake Asbury, and Lake Ryan.  A detailed scope of services and work tasks for the Project are outlined in the full Request for Qualifications document.  Firms submitting proposals for qualifications for the Project shall be registered with the Florida Board of Professional Engineers, be qualified by a Professional Engineer licensed in Florida, and be recognized as a legitimate and reputable dam design consulting entity with the Florida State Dam Safety Office, Division of Water Resource Management.

Proposals for qualifications must be submitted as nine separate hard copies and also electronic copies on two USB drives delivered to and received by LAMSBD no later than 4:00 P.M., Wednesday, March 23, 2022, at the Law Offices of Cobb & Gonzalez, P.A., 4655 Salisbury Rd., Suite 200, Jacksonville, FL 32256, for the following:

Lake Asbury Municipal Service Benefit District, Clay County, Florida

The Project name and submitting firm’s name and address must be shown on the outside of the sealed envelopes.  Each submittal will be limited to forty (40) double-sided pages addressing all aspects of the Request for Qualifications.  The nine hard copies must be paper copies, appropriately bound.  Emailed or faxed copies will not be accepted.  This is a Qualification Based Selection procedure for professional engineering services, and there will be no public opening of the proposals submitted.  Proposals for qualifications will not be accepted or considered unless received by the proposal deadline.

Qualifications will be reviewed and ranked by the LAMSBD Selection Committee at 1:00 P.M., or as soon thereafter as possible, on Friday, April 1, 2022, at the Lake Asbury Community Center, 282 Branscomb Road, Green Cove Springs, FL 32043.
