Request for Proposal for 

Electrical Conduit for Phases 3b & 3C Infrastructure Construction Project

 Notice is hereby given that the Rolling Hills Community Development District (the “District”) will receive proposals for the following District project:

Underground Electrical Conduits required by Clay Electric Cooperative

for electrical service to 247 lots in Shadow Crest at Rolling Hills

 The contract will require contractors to provide for the construction, labor, materials and equipment necessary to construct and install certain master infrastructure improvements related to undergrounding of electrical conduits required by Clay Electric Cooperative for electrical service to 247 lots in Shadow Crest at Rolling Hills (also referred to as Phases 3B and 3C), and any other associated scopes necessary to complete such improvements, as more particularly described in the Project Manual and in accordance with the plans and specifications. 

The Project Manual, consisting of the proposal package, contract, proposal form, plans, and other materials, will be available for public inspection and may be obtained on electronic media beginning at Monday, April 4, 2022 at 3:00 p.m. Please contact the Project Engineer, Joe Schofield at jschofield@alliant-inc.com for instructions on how to obtain the Project Manual.

In order to submit a bid, each bidder must (1) be authorized to do business in Florida, (2) hold all required state and federal licenses, including those with Clay County, in good standing; and (3) have at least three (3) years’ experience with similar civil site construction projects. 

Proposals will be evaluated in accordance with the criteria included in the Project Manual. The District reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any Proposal, as it deems appropriate, if it determines in its discretion that it is in the District’s best interests to do so.  The District also reserves the right to cancel this request for proposal if it is later determined that a formal request for proposal is not necessary based on the type and scope of the project.  Any protest of the Project Manual, including, but not limited to the terms and specifications must be filed with the District within 72 hours of pickup of the Project Manual. Filing will be perfected and deemed to have occurred upon receipt by the District Manager, Governmental Management Services, LLC, 475 W. Town Place, Suite 114, Tallahassee, Florida 32092. Failure to timely file a protest will result in a waiver of proceedings under Chapter 190, Florida Statutes, and other law.

 Firms desiring to provide construction services for the referenced project must submit two (2) originals and one (1) electronic copy of the required proposal no later than 4:00 p.m. on Monday, May 2, 2022 at the offices of the District Manager, Governmental Management Services, LLC, 475 W. Town Place, Suite 114, St. Augustine, Florida 32092.  Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope pursuant to the Instructions to Proposers. The District reserves the right to return unopened to the Proposer any proposals received after the time and date stipulated above. Each proposal shall remain binding for a minimum of one hundred and twenty (120) days after the proposal opening.

The successful Proposer will be required upon award to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract, with a Surety acceptable to the District, in accordance with section 255.05, Florida Statutes.

The District’s Manager will conduct a special public meeting at the offices of Governmental Management Services, LLC, 475 W. Town Place, Suite 114, St. Augustine, Florida 32092 at 4:00 p.m. on Monday, May 2, 2022 to publicly open the proposals. No official action will be taken at the meeting. The meeting is open to the public and will be conducted in accordance with the provisions of Florida law including but not limited to Chapter 190 of the Florida Statutes. The meeting may be continued in progress without additional notice to a time, date, and location stated on the record.
