Town of Penney Farms, Florida Second Public Hearing Notice

The Town of Penney Farms plans to apply to the Florida Department of Economic Opportunity (DEO) for a FFY 2021-2022 Small Cities Community Development Block Grant (CDBG) in the amount of $600,000 in the Neighborhood Revitalization category.  The activities estimated dollar amounts, and estimated percentage benefit to low-to-moderate income (LMI) persons are as follows:

Water Line Replacement: $475,000 (+51% LMI benefit); Engineering Inspection and Construction Contract Administration: $77,000 (LMI benefit is not applicable); Grant Administration: $48,000 (LMI benefit is not applicable).  Total grant amount: $600,000.  In addition, $25,000 in non-CDBG funds will be contributed to the project to be used as local match to further and enhance the CDBG funded activities.  The proposed project activities will be located in one service area, as described below:

The Town of Penney Farms plans to use CDBG funds to replace water mains that will benefit all residents within the town limits  In addition, the Town will install a water main segment and a meter to interconnect  the Town of Penney Farms water system with the PRC Retirement Community  water system. This water system interconnection activity will also have a town wide benefit.

The proposed water line replacement activities will be constructed along Town streets in the following segments: Segment 1 will extend from the water tower which is on  the south side of Caroline Blvd. to the north side of Caroline Blvd. Note that the water tower is located on Caroline Blvd. approximately 600 LF west of Clark Ave.; Segment 2 will extend along Hoffman St. between Clark Ave. and Lewis Ave.; Segment 3 will extend along Hoffman St. from Lewis Ave. for less than 50 LF to a the PRC interconnect meter; Segment 4 will extend along Clark Ave. between Hoffman St. and Caroline Blvd.; Segment 5 will extend along Caroline Blvd. between the water tower and Clark Ave.; Segment 6 will extend along Caroline Blvd,. between Clark Ave. and Lewis Ave.; Segment 7 will extend along Lewis Ave. between Hoffman Street and Caroline Blvd.

The replacement  of these water mains  and the interconnection of the Town of Penney Farms water system with the help to improve water quality, reliability, and safety.

The Town of Penney Farms does not expect that anyone will be displaced as a result of CDBG-funded activities.  If any persons are displaced as a result of the planned activities, the Town of Penney Farms will assist them as described in the Town’s anti-displacement and relocation policy, which is available for review at Town Hall.

A public hearing to provide citizens an opportunity to comment on the application will be held at Penney Farms Town Hall, 4100 Clark Ave, Penney Farms, FL 32079-0607 on July 7, 2022 at 7:30 p.m.  A draft copy of the application will also be available for review during normal business hours in the Town Manager’s Office at  Town Hall by noon on July 5, 2022.  Persons wanting to submit written comments on the application should send them to David J.
