STATE OF FLORIDA-DEPARTMENT OF ENVIRONMENTAL PROTECTION

NOTICE OF DRAFT PERMIT

The Department of Environmental Protection gives notice of its preparation of a draft permit to the Chemours Company FC LLC, that applied on September 28, 2020, to the Department of Environmental Protection for a permit to construct and operate a new 0.13-MGD industrial wastewater treatment facility which would discharge 0.130 MGD AADF of process wastewater and stormwater to waterbody ID numbers 3630, 3605F, 3605, and 3605C. The proposed new discharge (D-001) will send treated water to a remnant man-made ditch that connects to further downstream features until it joins with Double Run Creek (5.3 miles downstream from the facility discharge point at D-001).  Double Run creek flows to the south and into the Santa Fe Swamp. The facility will have the option for a secondary discharge alternative/backup (D-002) through a remnant man-made ditch to Blue Pond and then south and ultimately to Lake Brooklyn and Lake Geneva. This alternative discharge (D-002) is the existing point of discharge ditch that flows to Blue Pond (Class III Fresh waters, WBID#2245A).  The facility will be located at latitude 29o 54' 46.15" N, longitude 82o 1' 52.35" W, on 5222 Treat Road, Starke, Florida 32091 in Bradford County.  The Department has assigned permit file number FL0A00014-001-IW3S to the proposed project.

The permit application file and supporting data are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at the Department's Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida 32256-7577, at phone number (904)256-1700.
