INVITATION TO BID

Individual sealed bids for the Milwaukee Ave Elevated Sidewalk Improvements For Black Creek to Doctors Lake Trail Connection in Orange Park, Florida will be received by the Town Clerk, the Town of Orange Park, 2042 Park Avenue, Orange Park, Florida until 10:00 a.m., local time, Thursday May 9, 2024.
Envelopes must be clearly marked with the project title, time, and date of bid opening. If mailed, bids must be addressed to the Town Clerk at the above address. Bids must be submitted in the format as outlined in the specifications.
Milwaukee Ave Elevated Sidewalk Improvements:
The Project is located on the eastbound side of Milwaukee Avenue in the Town of Orange Park between the intersections of Plainfield Avenue and Carnes Street. The Project consists of Roadway, Utility, and Elevated Sidewalk trail work.
The major work elements include, but are not limited to, the following:
a. Clear, Grub and Demo existing conditions as necessary to perform proposed work in zone
b. Follow all Erosion and Sediment Controls and M.O.T. Details
c. 2" Mill and Resurface +/- 886LF of Asphalt Surface on Eastbound Lane Only. See Sht C-3 of plan set
d. Add +/- 886LF of 18" Curb & Gutter
e. Install 226LF of 15" RCP, New Storm Manhole and Type “C” inlet in Right-of-Way
f. Construct per plan set 390LF of 8' wide elevated boardwalk surface
g. Construct per plan set 460LF of 6' wide by 4" thick concrete sidewalk
h. Construct per plan set +/- 141LF of new guardrail and end treatments
i. Thermoplastic pavement markings per plan
Alternative Bid #1
a. Provide bid for composite boardwalk decking in-lieu of wood decking
Alternative Bid #2
a. Provide bid for crosswalk at Dogwood Lane and Doctors Lake Rd to connect the Black Creek trail to Doctors Lake connection. See sheet C-16.
Bid documents will be made available at 11:00 a.m., Thursday April 4, 2024, by Crawford, Murphy, and Tilly, Inc., 7785 Baymeadows Way, Suite 200, Jacksonville, Florida 32256, (904) 448-5300. The project will be available directly from the Town of Orange Park on their Demand Star site for digital download.
Bidders must submit with the Bid, documentation that they have constructed similar type work completed during the past five years with references. Each bidder must include a resume and qualifications for their proposed on-site supervision superintendent. Said Superintendent shall have maintained continuous employment with bidder for a minimum of three years.
The bidders will be required to submit a Bid Bond equal to 5% of the bid with their Proposal. The successful bidder will be required, upon award, to furnish a 100% Performance and Payment Bond, with a Surety acceptable to Owner. Each bid proposal shall remain binding for at least 90 days after the scheduled bid date.
The Owner shall have the right to reject any or all bids or to reject bids, which are in any way incomplete or irregular. The Owner reserves the right to accept or reject any bid, to reject all bids and re-advertise, or to reject all bids without further action, in the Owner's best interest.
