The Board of County Commissioners denied changes to its Comprehensive Plan to the 2040 Future Land Use Map and Future Land Use designation during its meeting Tuesday in Green Cove Springs.
One of the changes would create changes of two parcels from Urban Core-10 to Urban Core-16, along with changing the FLU designation from Urban Core-10 to Urban Core-16.
The figures denote the dwelling units for each acre that would be allowed on the parcel, which would increase by six. Elderly, disabled and low-income residents would be required to be accommodated.
The properties, which total 23.74 acres, are located on the west side of Oak Lane just north of Blanding Boulevard, and south of 16 Fountain Dr. Both parcels currently exist as vacant land with a small retention pond in commissioner Alexandra Compere’s district and the Doctors Lake/Ridgewood Planning District.
Meanwhile, another change would rezone two parcels from Agricultural Residential to Planned Unit Development.
The applicant pitched constructing a 270-unit multi-family project, which would include nine buildings and amenities, proposing 12.5 lots to be built on an acre.
Both Vice Chair Jim Renninger and Kristen Burke expressed their doubts about the item, with Renninger characterizing his thoughts as “conflicted” and Burke noting “concern.” A motion was denied, 5-0.
Residents and officials also heard a presentation from the Jacksonville Transportation Authority, which was a transportation study. Here, the agency offered short-term and long-term recommendations for county bus routes and service recommendations.
