NOTICE OF PUBLIC HEARING TO IMPOSE AND PROVIDE FOR COLLECTION OF NON-AD VALOREM ASSESSMENTS ON HOSPITALS WITHIN CLAY COUNTY

The Board of County Commissioners of Clay County, Florida, will hold a public hearing Tuesday, September 27, 2022, at 5:00 p.m., or as soon thereafter as can be heard, in the Board of County Commissioners Meeting Room on the Fourth Floor of the Clay County Administration Building, 477 Houston Street, Green Cove Springs, Florida, to consider imposing non-ad valorem assessments against each private for-profit and not-for-profit hospital within Clay County that provides inpatient hospital services and that holds a right of possession and right of use to real property in the County. The assessments are to be deposited into the County’s Local Provider Participation Fund established to finance intergovernmental transfers provided consistent with federal guidelines that fund the non-federal share of certain Medicaid and/or Medicaid managed care payments.

 All interested persons are invited to attend the public hearing and be heard by the Board on matters pertaining to this assessment to be imposed on the hospitals. All interested parties may file written objections with the County Commission within 20 days of this notice. The assessment will be applied to each hospital in Clay County on the date the assessment is imposed. The assessment shall equal 1.20% of hospital net patient revenue for each assessed hospital and will be collected by an alternative method through assessment bills. The assessment shall constitute a lien upon the assessed properties and failure to pay the assessment may cause foreclosure proceedings, which could result in loss of title. The non-ad valorem special assessment roll is available for inspection at the Office of the Assessment Coordinator, c/o the County Attorney’s office, Second Floor of the Clay County Administration Building, 477 Houston Street, Green Cove Springs, Florida.

Pursuant to Section 286.0105, Florida Statutes, a person deciding to appeal any decision made by the Board with respect to any matter considered at the meeting of the Board at which the public hearing is held or at any subsequent meeting to which the Board has continued its deliberations is advised that such person will need a record of all proceedings and may need to ensure that a verbatim record of all proceedings is made, which must include the testimony and evidence upon which the appeal is to be based.
