NOTICE OF PUBLIC HEARING REGARDING THE AFFORDABLE HOUSING ADVISORY COMMITTEE

NOTICE IS HEREBY GIVEN THAT the Clay County Affordable Housing Advisory Committee (Committee) will hold and conduct a public hearing on Thursday, October 19, 2023, at 10:00 a.m. in the Board of County Commissioner’s Meeting Room, 4th Floor, Clay County Administration Building, 477 Houston Street, Green Cove Springs, Florida, for the purpose of consideration and comments on the Committee’s Local Housing Incentive Strategies Report (Report). It is expected for the Committee to approve its evaluation and recommendations outlined in the Report, which will then be presented to the Clay County Board of County Commissioners (the Board) at an upcoming Board meeting.
A copy of the evaluation and tentative Committee recommendations will be available for public inspection between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, exclusive of legal holidays, in the SHIP Program’s Office located on the 3rd Floor of the Clay County Administration Building at 477 Houston Street, Green Cove Springs, Florida 32043 or by calling the SHIP Program at (904) 278-4700.
As a recipient of State Housing Initiative Partnership funds, the Board adopted Clay County Ordinance 93-8 on March 23, 1993, as codified in the Clay County Code, which created the Committee in accordance with Section 420.9076, Florida Statutes. The Committee is responsible for reviewing established policies and procedures, ordinances, land development regulations, and the adopted Comprehensive Plan. The Committee shall recommend specific actions or initiatives to encourage or facilitate affordable housing while protecting the ability of the property to appreciate in value. The Committee is required to submit an annual report to the Board and the Florida Housing Finance Corporation that includes recommendations by the Committee on the implementation of affordable housing incentives in the areas set forth in Section 420.9076 (4)(a)-(k), Florida Statutes.
All interested persons are invited to attend the public hearing and be heard. Pursuant to Section 286.0105, Florida Statutes, any person who desires to appeal any decision with respect to any matter considered at the public hearing or at any subsequent hearing to which the Committee has continued its deliberations will need a record of all proceedings and may need to ensure that a verbatim record of the proceedings is made, which must include the testimony and evidence upon which the appeal is to be based.
