Individual sealed bids for the Wells Road Sidewalk Construction Project, in Orange Park, Florida will be received by Town Clerk, Town of Orange Park, 2042 Park Avenue, Orange Park, Florida until 2:00 p.m., local time, April 28, 2023.
Envelopes must be clearly marked with the project title, time and date of bid opening. If mailed, bids must be addressed to Town Clerk at the above address. Bids must be submitted in the format as outlined in the Project Manual.
The major work elements include the following:
A. Construction of 1,150 linear feet of concrete sidewalk. Sidewalk will vary in width, but will mainly be 5 feet wide for a total of 5,700 square feet. This includes the removal of a portion of the existing 4 foot sidewalk near River Road. The construction will require two crosswalks and seven handicap ramps. Also included is the construction of 32 linear feet of guard rail.
B. Construction of 550 linear feet of concrete curbing along the southern edge of Wells Road.
Bid documents will be made available, 2:00 p.m., Friday, March 31, by calling MEANS Engineering, Inc. at (904) 264-9902. The cost of the plans and specifications (hard copies plus CDROM) is $120.00 (non-refundable). CDROM only bid documents can be obtained from Means Engineering for $35.00 (non-refundable).
Bidders must hold a current Underground Utilities Contractor license to be considered eligible to bid this contract. Failure to possess such license at the time of bid submittal shall make bid ineligible and may cause forfeiture of bid bond.
Bidders must submit with the Bid, documentation that they have constructed similar type work completed during the past five years with references. Each bidder must include resume and qualifications for his on-site supervision superintendent. Said Superintendent shall have maintained continuous employment with bidder for a minimum of three years.
The bidders will be required to submit a Bid Bond equal to 5% of the bid with their Proposal. The successful bidder will be required, upon award, to furnish a 100% Performance and Payment Bond, with a Surety acceptable to Owner. Each bid proposal shall remain binding for a least 90 days after the scheduled bid date.
The successful bidder will be required, upon award and before work is scheduled, to furnish an Insurance Policy and must name the Town of Orange Park as an additional insured party. Insurance shall provide statutory, and Town policy, coverage limits for general liability, vehicle/equipment liability, and Workers Compensation Insurance.
The Owner shall have the right to reject any or all bids or to reject bids, which are in any way incomplete or irregular. The Owner reserves the right to accept or reject any bid, to reject all bids and re-advertise, or to reject all bids without further action, whatever appears to be in the Owner's best interest.
