Contractor fraud charge for Baker County man
MIDDLEBURG – A Glen St. Mary man faces charges of engaging in contractor business without a license after a brief investigation by authorities.
The Clay County Sheriff’s Office arrested Gerald Hugh Howard, 44, on May 29 at 11:50 a.m., after being contacted by a Middleburg man who said he paid Howard in December to replace his home’s roof.
According to the police report, Evans gave Howard a check for $3,000 to begin the job. The check was endorsed and cashed by Howard. Evans gave Howard a second check for $3,000 on December 29, 2017. Howard again endorsed and cashed the check. Evans gave Howard another check on January 22, this time for $1,000. This check was also endorsed and cashed by Howard.
Police said 162 days have passed since the beginning of the contract and Evans’ roof remains unfinished. Evans repeatedly reached out to Howard through text messages and phone calls since Jan. 9.
Officers made contact with Howard at the office of his probation officer. Howard was interviewed and taken into custody after providing both a verbal and written statement. Howard is on active probation for the same offense. He is currently out on bond.

FLEMING ISLAND – A Green Cove Springs woman is facing charges of grand theft auto and operating a motor vehicle without a valid license.
The Clay County Sheriff’s Office arrested Allyson Mallory McManus, 30, on May 28 at 1:37 a.m. after she was found sitting in a vehicle at a park on Lakeshore Drive North on Fleming Island.
According to the police report, when an officer approached McManus to conduct a suspicious vehicle search, she told the officer she was waiting on her boyfriend and provided her ID to the officer.
The officer ran a check on the ID and learned that McManus had never held a valid driver’s license in Florida and she was also on supervised probation. A search of the vehicle’s tag matched a report of a stolen vehicle out of Jacksonville.
McManus was taken into custody and, at press time, remained in the Clay County Jail with bond set at $5,505.
