Hammer drops on 7 in Clay Hill as neighbors find Hope
following drug raid

CLAY HILL – An early morning drug raid on Nov. 10 at a house on Nolan Road resulted in the arrest of seven people and the confiscation of fentanyl, methamphetamine, cocaine, heroin, marijuana and drug paraphernalia.
Deputies with the Clay County Sheriff’s Office’s SWAT team served the warrant at 1556 Nolan Road as part of its Operation Hammer and Hope initiative after getting numerous complaints from area residents about the number of people going in and out of the home, Sherrif Michelle Cook said.
“This was significant,” Cook said. “We’ve had quite a few complaints about the property. We’ll answer anybody who asks for help. If you deal drugs, we will hold you accountable.”
Tricia Ann Henderson, 49, was charged with operating a residence used for trafficking controlled substances and possession of heroin, methamphetamine and fentanyl with intent to sell or distribute.
According to the arrest report, she admitted she allowed one visitor to live at the house for $75 a week so she can buy crack cocaine and she allowed drug sales from the residence. Her bond was set at $36,007.
Jeffrey Parsons, 35, was charged with trafficking in heroin, trafficking in methamphetamine, possession of marijuana, possession of a firearm by a convicted felon, possession of drug paraphernalia, possession of heroin with intent to sell, two counts of possession of methamphetamine with intent to sell, possession of heroin and possession of fentanyl with intent to distribute. His bond was set at $757,528.
Rebecca Lynn Fisher, 29, possession-fentanyl, possession-cocaine, possession-drug paraphernalia and violation of probation. She also was arrested in 2019 and charged with hiding methamphetamine in her bra in the Clay County Jail. Her bond was set at $21,008.
Donald L. Messer, 34, was charged with possession of methamphetamine. His bond was set at $30,005.
Seth M. Herring, 40, was charged with possession of methamphetamine with intent to sell, manufacture or deliver and possession of drug paraphernalia. His bond was set at $77,505.
Michael J. Cole, 18, was charged with possession of fentanyl and possession of drug paraphernalia. His bond was set at $6,005.
William F. McHale, 56, was charged with resisting, obstructing or opposing law enforcement. As the SWAT team entered the residence, McHale tried to escape by climbing through a window at the back of the house, according to the arrest report. He attempted to flee into a wooded area while ignoring the commands to stop. He eventually was arrested while walking along Brangus Road. His bond was set at $2,502.
Enforcement is only part of the crackdown of drug abuse in the Clay Hill and Middleburg areas, Cook said.
“A big part of Hammer and Hope is the treatment side,” she said. “If you want help getting off drugs, we’re here to help, too.”
There have been more than 500 drug-related arrests and as many as 25 overdose deaths in Clay County this year. The majority of problems are in the Clay Hill and Middleburg areas.
The county’s paramedicine program will help addicts and their families with counseling, peer specialists and other treatments to address opioid addictions.

Man’s bond set at $280K after he’s caught with drugs during stop

ORANGE PARK – A quick-thinking Clay County Sheriff’s Office deputy stopped a man for an outstanding warrant on Wells Road and wound up making a significant drug arrest.
Christopher Anthony Rhein, 35, of Orange Park, was found with trafficking in cocaine, possession methamphetamine and marijuana with intent to sell, manufacture or deliver, distributing amphetamines or methamphetamines, possession of LSD and Subutex after he was stopped on Nov. 15. A sheriff’s deputy saw his car and learned the license tag was registered to Rhein, who was wanted on other drug charges.
The deputy found a glass pipe during the pat-down. He also saw plastic bags with marijuana between the center console and the driver’s seat, along with other bags containing cocaine, Subutex and 3.4 grams of methamphetamine.
There also were baggies containing marijuana and 32.8 grams of cocaine in the back seat.
The original warrant was issued on Nov. 2 for violation of probation for possessing 1.5 grams of cocaine and 29.9 grams of marijuana.
Rhein was taken to the Clay County Jail, where he’s being held on a $280,017 bond.
