Name and Description of Event: Clay Emergency Management Officials are closely watching the track of Hurricane Dorian. Clay County is currently under a Tropical Storm Warning. Dorian’s forecast continues to be slow moving and turning northward near the coast at approximately 6mph. Water levels may continue to rise along the St. John’s River and Doctor’s Lake along with the continued impact of Tropical Storm force winds. It is very important to monitor the progress of Dorian as the track and associated impacts become more certain.
Current Situation Summary
EOC Activation Level: 1 – Full Activation
· The Clay County Emergency Operations Center (EOC) is at full (24-hour) activation. Officials are participating in daily conference calls with the National Hurricane Center, National Weather Service Jacksonville, and Florida Division of Emergency Management.
· Regular meetings are being held with County ESFs and County Leadership.
· Clay County executed a Local State of Emergency on 8/29/19, 8:00am.
· The Clay County Citizens Call Center will remain open for 24 hours until further notice. The call center number will be 1-877-252-9362 or 904-284-7703.
· Clay County Mandatory Evacuation are ongoing for Evacuation Zones A and B, and for any low-lying areas and manufactured homes or other vulnerable housing.
· A Special Needs Evacuation shelter is open at the following location:
• Lake Asbury Junior High, 2851 Sandridge Road, Green Cove Springs.
• General Population Shelters are open at the following locations:
• Clay High School, 2025 State Road 16, Green Cove Springs
• Orange Park High School, 2300 Kingsley Ave., Orange Park (pet friendly)
• Keystone Heights Junior/Senior High, 900 Orchid Ave., Keystone Heights (pet friendly)
• Wilkinson Elementary, 4965 County Road 218, Middleburg

Safety Message: With the expected storm impact, Clay Emergency Management Officials strongly encourages residents to prepare for the Tropical Storm conditions. Continue to monitor the storm and monitor the government websites and social media pages for current preparedness information.
• Avoid any unnecessary travel and be watchful of issues associated with heavy winds, such as falling trees or downed power lines.
• If you see a downed power line, assume it is hot.
• If traffic lights are out due to storm or power outage, then drivers are to stop at the intersection as though it is a four-way-stop.
