Navy flight instructor charged with sex crime
CLAY COUNTY –A U.S. Navy flight instructor was arrested at the Naval Air Station Jacksonville after he was served a warrant for charges of lewd and lascivious molestation of a victim under 12 years of age on Dec. 20, at 9:40 a.m.
Dustin Douglas Chapin Sr., 48, was with a woman not named in the police report on May 19 earlier this year. The woman had a daughter, whose age is not specified in the report. While visiting the woman’s parents with the woman and her daughter, Chapin allegedly went into the room of the daughter while she was sleeping, reached into her underwear and touched the child’s sexual organs, according to the arrest warrant.
The police report said the mother called the Clay County Sheriff’s Office to report the incident on May 19. After police spoke to the victim, they contacted Chapin who was wearing the same clothes that matched the description of clothes that the daughter gave police.
Before speaking with police, Chapin requested that he have a lawyer present. The police report does not indicate the timeline of events that lead to the warrant, but on Dec. 20, a warrant was made for Chapin’s arrest.
That same day, CCSO arrested Chapin at NAS Jax around 9:40 a.m. Chapin was charged with lewd and lascivious molestation of a victim under 12 years of age, while being an offender over the age of 18. At press time, he remained in the Clay County Jail where he awaits a bond hearing.

2017 crash with injuries ends in arrest
MIDDLEBURG – A Middleburg woman was arrested Dec. 17, at 3:01 p.m. on charges of leaving a scene of a crash involving death or personal injuries and careless driving in connection with a March 2017 traffic crash.
On March 14, 2017, Shawna Marie Carter, who is also known by law enforcement as Shawna Marie Haver, 42, was traveling northbound on U.S. Highway 17, just under a fourth of a mile south of Mahama Bluff Road in Clay County. Haver was traveling behind a moped. According to the arrest warrant, Haver was driving a 2000 Acura TL when she hit the rear of the moped around 10:38 p.m. on March 14, 2017.
This collision threw the driver of the moped, Devon Thomas Farrar, into the roadway. While he did recover from the crash after a visit to the Orange Park Medical Center, the injuries he sustained did make him ineligible for the military career he had chosen.
Haver continued northbound on U.S. 17 after hitting the back of Farrar’s moped and failed to stop or report the incident. There was, however, a witness to the incident who called 911 and described what happened, including what Haver’s vehicle looked like and what direction she continued.
Shortly after the call, police issued a lookout for Haver’s car, which was stopped by an Orange Park Police Officer on Milwaukee Avenue in Orange Park.
On April 11, 2018, a warrant for Haver’s arrest was issued and on Dec. 17, police responded to a home on Gentlebreeze Road in Middleburg where they took her into custody.
At press time, she remained in the Clay County Jail with bond set at $15,003.

DNA leads to kidnapping arrest
FLEMING ISLAND – The Clay County Sheriff’s Office said a bottle left on the ground near Old Hard Road and Eagle Creek Drive helped them solve an attempted kidnapping from last April.
John Albert Keen Jr., 36, of St. Augustine remains in the Clay County Jail where his bond is set at $500,003 on charges of kidnapping with a firearm in connection with a failed abduction that took place April 27 on Fleming Island.
According to the arrest warrant, a teenage girl was out jogging at 10:10 a.m. on April 27 near 1856 Eagle Creek Drive when Keen drove by in a white pickup truck, pointed a handgun at the girl and told her to get in the truck.
The warrant said the victim began screaming and ran away, but a nearby FedEx driver saw what was happening, helped the girl and called 911.
Detectives surveyed the scene and uncovered a bottle that was sent to the Florida Department of Law Enforcement Crime Lab for testing.
Police also used Keen’s cell phone records to pinpoint that he was in the vicinity of the failed abduction on the same date as the incident.
Keen is scheduled for a court date on Jan. 16.
